Effective project management in construction requires the coordinated alignment of time, cost, quality, and scope to meet stakeholder expectations. Among all project phases, the design stage plays a pivotal role in shaping overall project success, as it forms the foundation for planning, coordination, and execution. This study explores the structural design challenges facing Iran's construction sector through a qualitative, expert-driven approach. Drawing on in-depth interviews with eight professionals across various disciplines and regions, the research employs thematic analysis using ATLAS software to extract key patterns and insights. The findings highlight that inefficiencies in the design phase primarily stem from fragmented stakeholder coordination, limited interdisciplinary integration, and a lack of practical commitment to environmental sustainability, rather than financial limitations. The study may highlight the need for early stakeholder engagement, improved communication structures, and the adoption of collaborative tools such as BIM to foster more efficient and resilient design processes.
