Many analysts consider the Islamic Revolution of Iran to be a continuation of the uprising of Imam Hussein (PBUH). The Arbaeen March holds a special place as one of the manifestations of the soft power of the Islamic Revolution of Iran and a symbol of Islamic unity and cohesion. In the present situation, with the significant increase in the number of pilgrims of Imam Hossein (PBUH) on special occasions such as the Ashura day and the Arbaeen ceremony, along with the possibility of developing the shrine, the criteria of the design and development of the shrine are very important. The purpose of this article is to study the evolution of Imam Hossein's shrine and to pay attention to its development design criteria. The research method, in studying the historical changes, is an interpretative-historical approach. Studying contemporary developments, the research uses logical argumentation to analyze and investigate recent developments. Studying the evolution of the shrine includes two parts. In the first part, the formation and changes of this building from the time of its establishment by Mokhtar Saghafi to the pre-contemporary period are discussed. In the second part, the recent developments of the shrine are introduced and analyzed according to the criteria of pilgrimage architecture. The article results introduce the strengths and weaknesses of the shrine's recent development and propose the principles of the development of holy shrines. The basis of these principles is the spiritual proximity of the pilgrim to the imam and the proper connection between the shrine and the city. While maintaining the basics of pilgrimage, this approach provides suitable capabilities for development, convenient and close access to the shrine, and a suitable connection of the shrine with the city.
