Human resources play a critical role in enhancing efficiency and sustainability within social welfare organizations. This article proposes a comprehensive Human Resource Development (HRD) model in the area of social welfare, integrating practical strategies with a future research-oriented approach. The model emphasizes the importance of recruitment, training, professional development, compensation structures, organizational culture, and leadership styles tailored to the unique challenges of the social welfare sector. Drawing from key principles of HRD, the study highlights how effective human resource strategies can improve service delivery, employee satisfaction, and long-term program sustainability. Additionally, the authors propose the model as a foundational framework for future investigation, encouraging empirical studies to validate its components and explore their broader outcomes, such as program effectiveness and community impact. While grounded in the Iranian context, the model offers insights applicable to varying socio-cultural settings, thereby serving as a versatile tool for advancing HR practices within the global social welfare domain. For further refinement, the study outlines potential research directions, including the impact of HR strategies on job satisfaction, retention, and community well-being.
