Innovation is increasingly seen as a cornerstone of effective and future-ready education systems. In the context of secondary education, innovative approaches are essential for nurturing critical thinking, creativity, digital literacy, and adaptability—skills that are indispensable in the ۲۱st-century knowledge economy. This paper investigates the systemic, institutional, cultural, and policy-related barriers that hinder innovation in secondary education on a global scale.
