This paper proposes an energy-aware CPU scheduling mechanism for mobile devices with multi-core processors. The proposed approach dynamically adjusts the number of active cores and their operating frequencies based on the computational load, using a novel equilibrium-based balancing strategy. Through simulation on an ARM Cortex-A۱۵ processor, we demonstrate that our method significantly reduces power consumption compared to conventional approaches. Unlike existing solutions that focus solely on either frequency scaling or core control, our strategy optimally combines both. Simulation results show up to ۳۳۹۱۲% energy savings under low-load conditions, with minimal performance degradation. This equilibrium-driven design prioritizes either performance or energy efficiency based on the defined balance factor. The findings confirm that adaptive core-frequency scheduling provides a viable and effective method for energy-efficient mobile computing.
