In the contemporary era, the development of the blue economy has emerged as a strategic priority for coastal countries seeking sustainable growth. Corporate Social Responsibility (CSR) plays a vital role in aligning organizational activities with economic, social, and environmental objectives, particularly for port and maritime organizations. This study aims to design a CSR model tailored to the Ports and Maritime Organization of Iran, with an emphasis on a blue economy development approach. Using a qualitative methodology based on grounded theory, key factors and influential elements were identified through semi-structured interviews with ۲۸ senior managers and experts from the ports of Khuzestan province, recognized as one of the main hubs in Iran’s port network. The findings indicate that the effective integration of CSR initiatives—such as environmental management, social engagement, and transparent governance—can significantly enhance the sustainability, resilience, and competitiveness of ports and their surrounding communities. Ultimately, the proposed model offers a strategic framework for policymaking and operational actions, empowering Iran’s ports to take a leading role in sustainable maritime and coastal development
