Urban areas are increasingly confronted with complex crises stemming from rapid population growth, resource limitations, and outdated transportation infrastructure. Traditional methods such as road expansion or traffic restrictions are no longer sufficient. This study explores the concept of smart urban transportation systems as part of smart city development and evaluates their effectiveness in crisis management. A Delphi technique is employed to extract and prioritize key decision-making criteria. Tehran, as a rapidly growing metropolis in the Middle East, is selected as the case study. Results reveal that energy reduction, green space development, and intelligent transportation systems (ITS) are the most critical components of resilient urban systems. The findings contribute to strategic planning for sustainable and crisis-resilient smart cities.
