Challenges of Global Governance with Emphasis on Artificial Intelligence and Climate Change

The aim of this study is to analyze global governance challenges with a focus on artificial intelligence and climate change. Using an analytical-critical approach, this study examines solutions and experiences of countries that have utilized artificial intelligence in policy-making and governance processes to develop an analytical framework that can help explain the role of AI in governance quality. The findings of this research showed that artificial intelligence significantly contributes to improving global governance in two dimensions. In the first dimension, it helps increase the dynamism and interaction of the policy-making cycle by analyzing data at various stages of the policy-making process. In the second dimension, the quality of global services is improved through the application of various AI technologies (big data, robots, intelligent algorithms), enabling policymakers to make more informed decisions. The results of this study indicate that complexity, uncertainty, and environmental changes, including climate change, have necessitated governance to revise its strategies. Furthermore, despite numerous efforts by various countries to regulate AI-based governance, there is still a strong need for the adoption of comprehensive and transparent laws by a specific global institution such as the United Nations.
