As macro-level drivers of development, construction projects require multidimensional performance evaluation systems based on precise and reliable managerial indicators. This study aims to assess the management performance of the large-scale “Mashhad Mall” construction project from the perspective of key stakeholders, utilizing a combined approach of the Balanced Scorecard BSC and the Analytic Hierarchy Process AHP. In the first phase, based on the four main BSC dimensions—Financial, Stakeholders, Internal Processes, and Learning & Growth—a specialized questionnaire consisting of ۴۰ items was developed and completed by ۵۰ experts, including senior managers, consultants, engineers, and executive decision-makers involved in the project.The reliability of the data collection tool was confirmed using Cronbach’s alpha coefficient, which exceeded ۰.۸۸ across all dimensions, indicating strong internal consistency. In the second phase, the AHP method was employed to prioritize performance indicators. The inconsistency ratio of pairwise comparisons in all matrices was below the ۰.۱ threshold, confirming acceptable consistency in expert judgments.The findings revealed that the project exhibited the highest performance in the Internal Processes dimension, while significant challenges and weaknesses were identified in the Financial and
