Background and Objectives: The Social Vulnerability Index (SoVI), developed by the Hazards and Vulnerability Research Institute, is a critical tool for assessing community resilience to environmental hazards. By integrating ۳۰ socioeconomic and demographic variables, SoVI quantifies social vulnerability, identifying disparities in disaster preparedness, response, and recovery capacity. It highlights at-risk populations based on factors such as socioeconomic status, age, race, healthcare access, and employment loss, providing valuable insights for policymakers and emergency planners. Methods: In the context of climate change, SoVI plays a vital role in adaptation planning by guiding resource allocation and mitigation strategies. Its ability to visualize vulnerability across geographic regions enables targeted interventions, ensuring that socially disadvantaged communities receive prioritized support. SoVI has been widely adopted in hazard mitigation plans, public health risk assessments, and the equitable distribution of disaster recovery funds, including HUD CDBG-DR allocations. Findings: This paper explores the evolution of SoVI from a conceptual model to an essential decision-support tool in climate adaptation. Conclusion: By integrating empirical research with policy implementation, SoVI enhances resilience-building efforts, making climate adaptation strategies more equitable and effective. Future advancements in social vulnerability metrics can further strengthen disaster preparedness and sustainability in the face of increasing climate risks.
