A project during its execution faces multiple risks that can increase the time and cost of activities, consequently leading to an increase in the total time or cost of the entire project. Therefore, strategies need to be adopted to mitigate the adverse effects of these risks. In this research, a mathematical model is developed for scheduling project activities under risk conditions. Since implementing any risk response strategy requires expenditure, the number of strategies that can be selected is limited. The mathematical model presented in this research is capable of selecting the best risk response strategy while determining the optimal scheduling of activities to complete the project as soon as possible without violating resource constraints. To validate the proposed model, the Monte Carlo simulation approach is used. In each execution of the model, considering the probabilities of risk occurrences, the occurrence or non-occurrence of each risk is determined, and consequently, the actual time for performing each activity is specified based on the project's risk network. By executing the simulation model, the best selection of risk response strategies and the scheduling of project activities can be determined.
