Re-examining the components of urban management as well as examining the social and political measures extracted from the history of the life of the great Prophet (PBUH) will lead to the identification of the most stable patterns of the Prophet's (PBUH) era with the aim of achieving a civil society. Therefore, on this basis, the introduction of the urban environment policy emanating from the teachings of the Qur'anic verses in Medina al-Rasoul (PBUH) is considered one of the most effective studies in the history of early Islam, and stating this issue is one of the concerns of thinkers, politicians, and social reformers in the Islamic world today. Because by stating this issue and a comprehensive and well-reasoned answer to it, correct urban management solutions with the aim of realizing a coherent and efficient society will be explained more than before. Therefore, this research, which has been carried out in a descriptive-analytical way, has tried to answer the main question, which of the components considered in the urban management of the Holy Prophet (PBUH), made Madinah Al-Rasoul (PBUH) susceptible to creating a civil society based on the revealed teachings? Based on the divine verses and reference to historical and library sources, the results show that along with the development of the urban environment in Madinah al-Rasoul (PBUH) and with the aim of realizing a civil society, the necessity of fundamental change in order to determine the social and political structure based on the teachings of revelation is essential and inevitable; so that versions of the tribal privileges, calling for citizens' solidarity and creating the concept of the Islamic nation gave objectivity to civil gatherings. In addition to changing the name of the city, the establishment of the first social base in the history of Islam called Masjid-ul-Nabi (PBUH) along with the brotherhood agreement and the compilation of the Prophet's Book (PBUH) made the citizens feel a sense of social belonging. So that the replacement of the civil structure with primitive life was one of the results of this foundation. Finally, by determining the geographical boundaries, while protecting the internal independence of the tribes, and by emphasizing the necessity of achieving honorable achievements of the citizens, the political structure of the city was placed on the path of civil order and defense development.
