A long history of relations between Iran and European countries is as old as history itself. Because of this history and their exceptional circumstances, both sides are crucial to one another. Tehran-Brussels’ opportunities and threats have prompted Iran and the European Union to pay close attention to their relationship. In this view, Tehran and Brussels consider Europe’s economic, political, and security power on the one hand and their understanding of the trend of years of bilateral relations on the other hand. However, an essential factor in these relations is the shift in Europe’s strategy from “Normative” to “Security.” This change in approach has affected relations between the two sides. This article seeks to answer the critical question: Why has the EU’s strategy towards Iran changed from ۱۹۹۳ to ۲۰۲۴? This article comprehensively examines the Iran-EU relationship, combining the theoretical frameworks of Neorealism and Constructivism. This article claims that Europe has been known as a normative power since its inception. This characteristic has led it to base its decisions and actions on European norms. Over the years, however, the emphasis on norms accepted by Europe has been tempered by security issues in the structure of the international system after ۲۰۰۸, such as economic crises, migration crises, and the rise of right-wing parties, which have caused Europe to shift its focus from norms to security concerns. Data was collected qualitatively through a qualitative research method.
