Smart Urban Governance ۲.۰: Reimagining City Management in the Post-Pandemic Digital Age

The incorporation of artificial intelligence in urban governance systems is a paradigm shift in urban management practices and competencies. Drawing upon an in-depth analysis of practices in Barcelona and Seoul, this study examines how AI-based governance systems are changing urban management and addressing the inherent challenges of algorithmic bias, data privacy, and system security. Our conclusion is that AI integration needs to be done with meticulous attention to local context, strong data governance structures, and ongoing stakeholder engagement. The study illustrates that while there are substantial challenges to implementation, the long-term value of smart urban governance systems far exceeds costs if installed within proper frameworks.
