The intersection of management principles and educational strategies is critical for developing effective physical education (PE) programs in the context of technological and societal changes. This review synthesizes recent research on the design, implementation, and validation of PE models, focusing on the role of managerial competencies and innovative pedagogical approaches. We explore how school managers’ skills in team-building and quality management enhance PE delivery, while blended, virtual, and technology-enhanced learning methods address challenges like student engagement, equity in physical activity, and resilience during crises like COVID-۱۹. Drawing from studies across diverse educational contexts, we propose the 'Empowering Movement' framework, which integrates a leadership core (managerial competencies), quality systems (systematic planning), pedagogical flexibility (adaptable teaching methods), and an equity focus (inclusive design) to foster resilient and effective PE programs. This model offers implications for educators, administrators, and policymakers aiming to revitalize PE in the digital era.
