Presenting a Model for Evaluating Social Justice in Cities with Emphasis on the Role of Mayors

Today, identifying capabilities and reviewing opportunities and challenges in determining social justice levels in cities is one of the key challenges for urban management and development. The most important goal is to provide appropriate programs with regard to the region's capabilities, with a focus on creating a balanced and fair distribution of urban services. This research aims to rank and analyze the natural degree of social justice in Rasht city areas based on ۳۶ indicators in the years ۱۳۸۵ and ۱۳۹۵, using descriptive-analytical methods. The research covers educational, health, cultural, economic, and commercial urban facilities. The results show that the five-category ranking based on social justice models indicates different areas. The research findings show that District ۱ of Rasht has the most social justice in ۱۳۹۲, and other districts vary in terms of social, health, educational, and urban facilities accessibility.
