Cost and time are crucial indicators used to measure project management success, and one of the major global challenges in this field is managing cost overruns in projects. Recent studies indicate that approximately ۹۰ per cent of construction industry projects face cost and schedule overruns, which can advance to the point of causing the complete failure of an organisation or construction company. Additionally, cost overruns and schedule overruns are interrelated and can lead to a decline in quality and the occurrence of safety hazards and incidents. This study gathered and reviewed scientific studies conducted in various countries, including Singapore, China, Egypt, and others, over recent years on the causes and roots of schedule and cost overruns in construction industry projects. One of the significant factors affecting cost overruns is the low productivity of labour. The study also examined and identified the causes of the reduction of productivity among construction labour. The factors leading to cost overruns and the factors affecting construction labour productivity have been categorised and compared. The comparison shows that many of the factors causing these two key global issues in the construction industry significantly overlap. This highlights the importance of labour productivity in construction industry projects, especially in managing project costs.
