The Pacte Civil de Solidarité (PaCS) is a French civil union that offers legal recognition to both same-sex and opposite-sex couples as an alternative to marriage. Initially designed to provide legal protections for same-sex couples, PaCS has evolved into a widely adopted legal framework with significant socio-economic implications. This literature review examines the role of PaCS in promoting sustainable development, specifically in the areas of social inclusion, economic stability, and environmental sustainability. PaCS contributes to social sustainability by enhancing legal recognition, fostering social cohesion, and promoting gender equality. It provides an inclusive legal framework for diverse relationship structures, supporting individuals who may not wish to marry due to personal, cultural, or financial reasons. Additionally, PaCS has played a role in advancing LGBTQ+ rights and influencing legal reforms in other countries. In terms of economic sustainability, PaCS offers financial security through tax benefits, social welfare protections, and inheritance rights, reducing economic vulnerability among couples. It also facilitates workforce participation and promotes economic resilience, particularly for women, by allowing greater flexibility in balancing work and family life. Furthermore, legal recognition through PaCS improves access to housing, credit, and long-term financial planning, contributing to broader economic stability. The environmental implications of PaCS, while less explored, include its potential to promote resource-sharing and sustainable living practices. Studies suggest that cohabiting partnerships tend to reduce per capita energy consumption and encourage sustainable household behaviors. Additionally, the legal stability provided by PaCS may incentivize long-term investments in eco-friendly housing and transportation. Despite these benefits, PaCS faces legal and social challenges, including limitations in inheritance rights, disparities in tax benefits compared to marriage, and ongoing cultural resistance in certain segments of society. Furthermore, international recognition of PaCS remains inconsistent, creating legal uncertainties for cross-border couples. Addressing these challenges through policy reforms and greater international cooperation could enhance the effectiveness of PaCS as a tool for sustainable development. This review highlights the broader implications of PaCS beyond personal relationships, positioning it as an innovative legal institution that aligns with the principles of sustainable development. Future research should explore the intersection of legal partnerships and environmental sustainability, as well as the potential for expanding PaCS-like frameworks in other jurisdictions.
