One of the very pivotal foundation bases of a prosperous society lies in a sound educational system which provides it with well-equipped human resources it needs at the moment and in prospect. Any shortcomings in this provision would in the short and long runs impact the rest of the society in question. The heart of science and knowledge improvement seems to lie on the guts of a researcher to raise questions even on issues which on the face of them sound clear and straightforward. What appears to be clear and sound to a layman may be quite questionable and mind-boggling to a seasoned researcher or a curios mind of a very young person. The issue here is that whether there is a room for anybody to raise questions and the question raiser is not bashed or condemned right in the first place, and then, whether there is accountability, i.e.: to feel responsible to provide the question-raiser with plausible answers and continue with the interaction till either one is able to convince the partner or become convinced with what is raised. To put the rest of the preceding in a nutshell, we come up with two major criteria: everyone should fell fee to raise questions without any fear of some devastating consequence on the one hand, and anyone who enjoys some position in the hierarchies of power must be, and keep and remain accountable to someone, and the very top to the rest of the people through some process of fair informed voting so that everyone is kept responsible and accountable.
