Governments often struggle with managingsensitive data due to centralized systems that lead tobreaches, inefficiencies, and poor interoperability. Thisarticle proposes a hierarchical blockchain architecturefeaturing a master chain for global governance andspecialized side chains for functions like identitymanagement and land registries. This structureenhances scalability, specialization, and interoperability,allowing side chains to operate autonomously underunified policies. Challenges such as complexity andsecurity risks are addressed with solutions like protocolstandardization and robust consensus mechanisms.Comparative analysis with platforms like Polkadot andCosmos provides insights for implementation. Adoptingthis framework can improve data integrity, operationalefficiency, and public trust through increasedtransparency, transforming public administration.
