In the past, governments rarely recognized any rights for foreigners, but with the development ofinternational relations, accepting minimum rights for foreigners became necessary. With changes inhuman understanding of society and government, the extent of rights for foreigners varies due todifferent factors. The international community has also issued numerous declarations and conventionsin this regard. This paper examines the minimum rights and duties of foreigners based on the practicesof governments and international human rights documents and also considers the impact of domesticlaws and human rights developments on the legal status of foreigners.In the process of evolving international law and its humanization, the rights of foreigners are changing.The article analyzes the legal regime of foreign nationals in Iran and the impact of the laws of the IslamicRepublic of Iran on their status, providing insights into new perspectives and attitudes. The massiveinflux of refugees into various countries and the interaction of governments to accept them highlight theimportance of international laws and regulations and the role of the United Nations High Commissionerfor Refugees in improving the living conditions of refugees.The management of refugees should be a priority for host government policies. The findings indicatethat difficult conditions and persecution in the countries of origin are the main causes of seeking refuge.As security and living standards improve in these societies, the phenomenon of seeking refuge willdecrease. Host societies, by granting asylum, undertake protective responsibilities for the refugees.Granting asylum is a humanitarian act based on the sovereignty of states and should not be perceived asa hostile act.
