With the increasing decrease of available water resources, the number and intensity of water disputes between countries located in common watersheds have increased. The main challenge of these disputes, especially in arid and semi-arid areas of east and southeast of Iran Is the strategy of dividing water. Environmental crises are characterized by rapid and largely unexpected changes in environmental quality that cannot be reversed. Based on this, the purpose of the current research is to investigate and analyze the consequences of not respecting to the right to water in Hirmand. Therefore, the current research was conducted in a descriptive-analytical format and based on library data. By not respecting Iran's legal right to water according to the ۱۹۷۲ Hirmand Treaty and reducing the flow from ۷۰ m۳/s to less than ۵ m۳/s, Afghanistan has not only increased the range of tensions, but also caused the crisis of drying up wetlands, increasing fine dust and the food security factor of the residents of the south, and caused many farmers to lose their jobs due to lack of water and so far more than ۵۰ thousand Sistani people have migrated and the unemployment rating of the region has increased to ۴۳%.
