Recently, with more people travelling by car, there has been a greater demand for traffic management, travel time, and upkeep of roads/street maintenance plans. Here, it is evident that drivers make a well-informed decision on which route to take by utilizing smartphone routing, traffic announcements, and advancements in navigation technology. In the present study, we are looking for a road maintenance plan introducing a bi-level optimization and simulation framework. We focus on the upper level by optimizing the road maintenance plan; at a lower level, intelligent agents acting as savvy passengers seek to minimize driving time and wait times in traffic. In order to evaluate the intelligent behaviour of the agents in reducing travel time in blocked routes (road repairs) under various scenarios, we first calculate by simulating the agents' behaviour in finding the travel demand route and then integrating the optimization of the road maintenance plan. The results of this study showed the effectiveness of informing the passenger agents and their intelligence in correcting the route and reducing travel time.
