The growth of urbanization and the change in people's lifestyles have increased the consumption of families and produced more waste in cities, and have created the challenge of how to collect it. Vehicle Routing Problem (VRP ) models provide an optimal route for visiting reservoirs, with limited vehicle capacity. But due to the uncertainty of the amount of waste in the tanks, all the tanks should be placed on the collection route, which increases the route. Tanks may be placed on the route that have little waste or may be encountered with overturned tanks along the route, which will have environmental and social effects. In this article, a mixed integer linear programming (MILP) model was proposed based on the level of reservoir filling. By using emerging technologies such as the Internet of Things, it is possible to help make optimal decisions by designing smart tanks and collect waste with better quality. In this model, by using smart reservoirs, filled reservoirs are identified and prioritization criteria are created for waste overflow management, which in addition to reducing the length of the route, waste overflows in the reservoirs are prevented. By using the data obtained from the results of this model, it is possible to review the placement of reservoirs in the city. The proposed model has unique features such as the ability to respond to a sudden increase in waste volume, and add service time for overflow tanks.
