Examining the conditions and factors affecting the advancement of goals and management of the contract in the process of holding tenders and implementing the general conditions of water transfer projects of Maskan Foundation

One of the types of contracts in the field of water transfer contracts for housing foundation to villages. The parties of this type of contract are the housing foundation as the employer and a company or a group of several domestic or foreign or multinational companies that have been registered as contractors. Considering the specific complexities in the management of housing foundation contracts, the need to know the regulations governing these contracts, negotiation, adjustment, implementation and monitoring of the good implementation of these types of contracts is of particular importance. Because the regulations governing these contracts are far more complicated than the regulations governing such contracts in the domestic area. In the last few years, we have witnessed the conclusion of various contracts of this type for the implementation of housing foundation projects in the country. One of the important parts in the management of these projects is the contract management, which is very sensitive and important. Therefore, with the development of partnership and investment in Iran, employers are forced to conclude contracting agreements with contracting companies in accordance with international standards. Therefore, the purpose of this research is to examine the conditions and factors affecting the advancement of goals and contract management in the process of holding tenders and implementing the general conditions of housing foundation projects. In the field studies of the research, by examining the documents and documents and discussing with the executors and contractors of the water transfer projects, they presented their views and opinions regarding the research questions. The results of the research showed that the designs and documents of the contract documents should be based on the actual conditions of the project, and its specifications should be clear and clear, and the contractual methods in the implementation of the projects should have the ability to be flexible in different implementation conditions. Major delays in water transfer projects are caused by the management structure of the projects, lack of provision of special materials, land acquisition, obtaining permits and design changes and coordination with executive organizations and institutions. Taking advantage of the experiences of previous projects and the optimal combination of engineering and management knowledge with the execution techniques of the project implementers can help in achieving the goals of the projects
