چکیده مقاله:
With the expansion of urbanization, alongside the positiveeffects of progress and development, new challenges and problemshave emerged. Uncontrolled migration from rural areas to cities, thegrowth of informal settlements, economic poverty of families, andespecially the activities of gangs exploiting children have led to thephenomenon of child labor and street children, turning this issue intoone of the main challenges of urbanization. Since children arephysically and emotionally more vulnerable than adults, they facegreater fragility when confronted with problems. Moreover, childrenlacking adequate family support may be at risk of exploitation, thusthey require more assistance from government and non-governmentalorganizations. The lack of such support or its inadequate provisioncan lead to victimization or the emergence of delinquency amongthese children. This article differentiates between child labor and street children, thenexamines the causes and ways this phenomenon arises, Iran's criminalpolicy regarding these children (at risk, victimized, and delinquent) interms of legislative, judicial, and executive aspects, as well as theresponsibilities of governmental and non-governmental organizationstowards them.
