Transportation networks, as a critical civil infrastructure assets, provide essential services forcommunities. However, bridges are prone to damage from natural disasters such as earthquakes. Todevelop effective disaster management plan, it is important to select reliable indicators. This studyproposes a sense-making optimization framework that uses the NSGA-II to identify the best retrofitstrategies based on Resilience (R) and Life-Cycle Cost (LCC). For this purpose, fragility curves arederived through IDAs to assess resilience in each scenario. Furthermore, the LCC is calculated basedon a proposed formulation that accounts for multiple seismic occurrences and incorporates the effectsof complete or incomplete repair actions resulting from previous seismic events. The best retrofitstrategies for an illustrative bridge network are thoroughly investigated and discussed.
