The recent earthquakes have caused significant damage and highlighted the need for intelligent andsustainable cities. As a result, there is a growing preference to avoid permanent damage or disruptionto urban structures caused by earthquakes or other factors. Two new approaches performance-baseddesign and damage-avoidance design have emerged to address this need. Slotted beams are used inconcrete structures to reduce damage, but they can face buckling and low cycle fatigue in their lowerbars. This paper introduces a viscoelastic damper that can be installed at the beam-column joint toovercome the problems in slotted beams. The damper is made of a combination of disc springs andviscoelastic materials. Numerical modeling in ABAQUS shows that the damper's flag shape behaviormatches the expected outcome accurately. The results indicate that the device can enhance energydissipation, increase tolerable force, and reduce residual deformations. The combination ofviscoelastic materials with pre-compression disc springs reduces residual deformation to almost zeroand increases load-bearing capacity threefold.
