چکیده مقاله:
In the last decade, the use of robotic weapons has increased. So that the armed conflicts of the future are characterized by the increasing use and reliance on military robots. The development of these weapons, as one of the new achievements of humanity, has challenged the international legal responsibility system. In particular, criminal liability for the illegal use of autonomous robotic military systems is more challenging for those who need to prove their intent. Technical operations and planning of these weapons. Considering that the planning of these weapons is not with the commander and they are designed in such a way that they act independently and make decisions based on the plan and instructions and restrictions given to them. It is unlikely that the military commander will be able to take the necessary measures to prevent their war crimes and be criminally responsible for them. However, when it comes to issues such as counter-terrorism and targeted killing, both developed and developing countries are drawn to semi-robotic and fully robotic weapon systems. The most important challenge for these technologies is to comply with international humanitarian laws. There are important rules regarding weapons and targets in the law of armed conflict that must be followed by soldiers or commanders. Now the question is how military robots can fulfill all the laws such as proportionality, responsibility and differentiation in this article, the mentioned principles and the compliance of military robots with those principles have been discussed.
