۱. Standards of Efficient Procedure System and Compliance with Iran's Procedure System

Every legal system should have certain goals and frameworks as well as appropriate methods and principles considering conditions of society, religion, and culture of that country in order to have efficient procedure system in different scopes such as law enacting, planning and organizing. Some of elements of procedural quality consist of "time of proceedings" and "legal expenses" so that if these two elements are taken into account within policies related to promotion of quality of proceedings, it will be possible to achieve time saving and internalized litigation costs. This study has examined standards of efficient procedure system and compliance with Iran's procedure system using descriptive-analytical method. It is mentioned it this research that dispute settlement is one of major specifications of an efficient procedure. This kind of proceedings can evaluates quality of dispute settlement process. Efficient procedure neither provides a narrow concept of proceedings in contentious matters nor considers legal dispute (actual dispute), but it has a preventive attitude to procedure system in order to control possible actual contentious disputes
