The Role of Education, Research and Innovation in InternationalRelations

The contribution of higher education, research and innovation in international relations is increasing in terms of importance and complexity. This requires detailed analysis and further research on the driving reasons and main outcomes, key actors and strategies, core values and how to conceptualize and label it. Few question the changing landscape, the question of international higher education, research and innovation, or the increasing complexity and interconnectedness of relations between the world's nations. But paradoxically, there is a dearth of research on the intersection of these two evolving phenomena. The purpose of this article is to indicate the concept of knowledge diplomacy, instead of soft power to understand the role of education, research and innovation in international relations in creating bilateral and multilateral relations based on cooperation, reciprocity and mutual benefits. The definition and conceptual framework for knowledge diplomacy is proposed and reviewed in detail. Also, plans are studied to show how to apply the main elements and principles of the knowledge diplomacy framework in examining the role of education, research and innovation in international relations.
