Evolution in higher education governance: recent experiences in Iran

In Iran, several policy measures have been taken at the national level to achieve the best scientific positions at the global level. Most of these measures are rarely rooted in a deep understanding of the historical conditions of universities and their place in the Islamic Revolution and the advancement of national goals. Therefore, a large part of the biases of macro-politics in higher education has moved not towards the solution of national and domestic problems but towards the solution of the current problems and even the imminent future of the West. The regulations for the promotion of faculty members as one of the most important tools of governance in higher education is the focus of this research. At first, an attempt has been made to explain the position and main characteristics of the mentioned tool, and then, based on the methodology of content analysis, an attempt has been made to understand the intellectual system of the Supreme Leader and his request from the large collection of Iranian universities, and finally, the basic indicators considered by him are the basis for creating changes in the bylaws promotion of academic staff members. The findings indicate that the current regulation lacks sufficient compliance with the country's needs and suffers from imbalance and adequacy to the article. The results show that the transformative bylaws of the transformative university model, based on the intellectual system of the Supreme Leader, can contribute to the university's real position in solving the problems of the country and the Islamic world, along with meeting the scientific, technological and innovation needs of the future.In Iran, several policy measures have been taken at the national level to achieve the best scientific positions at the global level.
