Identifying the multiple causal synthesis of comparative industrial policy for the successful attraction of foreign direct investment in the automobile industry

In the current century, the importance of industrial policy has been raised again. In this regard, in order to save resources and time, developing or late-comer countries can benefit from the experience of other countries in the successful implementation of industrial policy. Of course, the question of whether a successful model in those countries is necessarily effective for another country or not is an important question in the field of comparative policy analysis, in order to answer it, the background conditions and causal and reciprocal syntheses should be considered. By putting these two issues together, and using the comparative industrial policy approach, the current research aims to answer the question that "what multiple causal synthesis of comparative policy can be successful in order to attract foreign direct investment in automobile industry?" The present article has used the comparative policy with the synthesizing approach and the Boolean algebra method to answer this question and has used the method of the most similarity of systems and the most similarity of results to select the countries to be compared. For this purpose, first, in selected countries, the historical trend of industrial policies and foreign direct investment in the automobile industry has been examined, and then, the reasons for the success of attracting foreign direct investment in the automobile industry have been identified in the form of truth tables and causal syntheses using Boolean algebra. Based on the obtained results, the necessary causal synthesis for industrial policy to achieve success in attracting investment in the automobile industry includes the simultaneous fulfillment of (۱) primary policies including import substitution policy, export development policy, trade liberalization or deregulation policy and the policy of JV formation with MNCs, (۲) research and development policy, and (۳) human resource development policy.
