IntroductionThe Covid-۱۹ pandemic has created an urgent demand for emergency medicine and medicalsupplies. However, the procurement process has encountered numerous challenges and issuesthat can lay the foundation for corruption in public procurement. To identify and investigate thevarious types of corruption in the emergency procurement of medicine and medical suppliesduring the Covid-۱۹ pandemic, this article presents a comprehensive review.Methodology:This research adopts an applied study approach, falling under the domain review category. Thedata for this study were meticulously extracted from prominent databases such as GoogleScholar, Scoupos, Pubmed, and Web of Science.Results:Through this extensive review, a range of corruption types in the emergency procurement ofmedicine and medical supplies during the Covid-۱۹ disease are revealed. These include illicitand unscrupulous practices such as bribery, document forgery and manipulation, counterfeit drugand equipment trade, misappropriation of financial resources and budgets, collusion and conflictsof interest, and misuse of procurement systems.This study demonstrates that corruption in the emergency procurement of medicine and medicalsupplies during the Covid-۱۹ pandemic, in addition to causing financial and economic losses,can result in delays in the provision of essential healthcare resources, a decline in the quality ofpatient services, and even pose significant risks to public health.Conclusion:To combat these forms of corruption, it is recommended to establish robust and stringent legalregulations, enhance transparency and information dissemination, strengthen supervision andcontrol mechanisms, impose severe penalties for offenses, foster international cooperation inprocurement and competitive investigations, and promote a culture of discipline and ethicswithin the emergency procurement system. This study can serve as a valuable resource forhealthcare and public procurement decision-makers, enabling them to devise and implementeffective strategies to address corruption based on a comprehensive understanding of thedifferent types encountered.
