Modernization of Procedures for Electricity Metering and Revenue Collection at Electricité du Liban

In the process of modernizing its electricity metering and revenue collection processes, Electricité Du Liban (EDL), the national power company of Lebanon, wants to progressively move to Automatic Meter Reading (AMR) technology. AMR equipment modernization techniques were identified and a mobile AMR system based on meters equipped with Radio Frequency (RF) communication modules was recommended to EDL. In order to achieve a smooth transition from a completely manual system to a state of the art AMR system, EDL will need to modify its current procedures for, meter reading, billing, and revenue collection. This paper reviews current processes at EDL and identifies new processes and improvements to existing ones. It focuses on the modernization of procedures in order to move to AMR and achieve the maximum benefit from the modern system.
