چکیده مقاله:

The public sector or public sector is a part of the economy that is funded by the public sector and provides basic government services. The composition of the public sector varies depending on each country, but in most countries the public sector includes services such as police, army, public transportation, public roads, primary education and public health. The public's growing expectation of economic prosperity has caused the demand for goods to have an upward trend. Now, considering the limitation of resources and facilities and the increasing level of consumption of goods and services, optimal use of existing facilities is one of the most important possible solutions to reduce the gap between supply and demand. Examining the components of economic growth in advanced and developing countries shows that the share of "increase in productivity" has sometimes exceeded the share of "increase in the quantity of inputs", while in some developing countries, including Iran, the low rate of productivity growth has doubled the problem of lack of resources for investment. In the current situation, higher productivity and efficient use of existing facilities have practically exceeded a choice and become a necessity. In Article ۷۹ of the Fifth Development Plan Law, attention has been paid to the issue of developing a comprehensive productivity improvement plan for all economic, social and cultural activities and continuous measurement of productivity indicators and evaluation of their trends and increasing the share of productivity in providing growth. Considering the scarcity of production factors and the expansion of competition in domestic and foreign markets, improving productivity through increasing the competitive power of companies is an effective solution to ensure continuous production growth. Therefore, the country's development strategy should be based on improving productivity and optimal use of production resources. In the past, it was thought that the service sector does not have the ability to grow productivity and is only job-creating, but today, with the introduction of new technologies such as IT and the expansion of competition in some service activities, productivity in such service activities has been increasing. Considering the high share of the service sector in Iran's economy, improving productivity in the service sector is of great importance in increasing the productivity of the entire economy. Considering the share of more than ۵۰% of the service sector in Iran's GDP and the less attention of researchers to the issue of improving productivity in this sector, the present study measures the total productivity index of production factors in non-governmental service activities and analyzes the factors affecting it.
