چکیده مقاله:
New public management was introduced by David Osborne and Ted Gabler in ۱۹۹۲. The focus of modern public administration is on the use of market models and its values in understanding the role of government activities and ensuring the efficiency of its services. This approach is based on six axes: market, productivity, lack of concentration, service orientation, results accountability, policy. Reinventing government is an effort to achieve core values and efficiency and effectiveness in all government activities. Focusing on results instead of data, clear formulation of individual and organizational goals, systematic evaluation of performance and reduction of bureaucracy are among its goals. Making organizations flexible, using market-oriented mechanisms, privatization and the use of contracting are emphasized in this approach. Finally, increasing competition among service providers, reducing the size, scale and scope of government are its consequences. This approach is also known as New Public Management (NPM). New has been proposed to respond and adapt to new issues, events and realities in public administration. In other words, a new approach that has been formed to face the complex problems and issues of the present age. The necessity of dealing with challenges such as technology change, globalization, information revolution and international competition has forced governments to make major changes in their public administration sector. The paradigm of the traditional model of public affairs administration that dominated most of the ۲۰th century is now accompanied by challenges. In recent years, this traditional approach has given way to "managerialism" or new public management. An important feature of the new approach of public administration is to attract people's participation in doing things and leave things in their hands. The approach of "managerialism" is suitable for societies in which the opinion of clients and customers of organizations is highly respected and important, the dignity and value of human beings are considered, being responsive to the needs of society and the satisfaction of its people is the main goal of organizations.
