«عدالت» به مثابه علت غایی؛ توصیف بعد هنجاری برای تحقق گفتمان عدالت در شهر

چکیده مقاله:

پشتیبانی نظری با هدف تسهیل سیاست گذاری های شهری در راستای تحقق «گفتمان عدالت» در شهر، موضعی است که در این پژوهش، علیرغم گنگ بودن این گفتمان، مورد توجه قرار گرفته است. از این رو برای تحقق این هدف اقدام به شناسایی سطح هنجاری در ارتباط میان مفاهیم تعیین شده در چارچوب مفهومی پژوهش حول گفتمان عدالت می کنیم. در این مسیر مفاهیم تشکیل دهنده چهارچوب مفهومی عبارتند از «حکمروایی خوب شهری»، «توسعه پایدار شهری»، «حق به شهر» و «عدالت فضایی»؛ که برای تعیین سطح هنجاری در آن ها، نخست معیارهایی را با مطالعه پیشینه استخراج کرده و با تکنیک BWM وزن دهی می کنیم. سپس با بکارگیری تکنیک های انتخاب چند معیاره CODAS به انتخاب سطح هنجاری از میان این مفاهیم دست می زنیم. از این رو روش این پژوهش کمی بوده و جامعه آماری آن را ۱۵ نفر از اساتید و متخصصان حوزه مطالعات شهری تشکیل می دهند. نتایج این پژوهش ضمن برجسته کردن قابلیت تکنیک CODAS برای بکارگیری در مطالعات شهری؛ مفهوم «توسعه پایدار شهری» را به عنوان مفهومی که ضمن توجه به متنوع بودن ابعاد زندگی شهری، عدالت اجتماعی را در فضا جاری می کند، در جایگاه هنجاری برای پیگیری گفتمان عدالت در شهر قرار می دهد. انتظار می رود که این موضوع با در اختیار گذاشتن مجموعه ای از اصول و دستورالعمل ها، به تسهیل سیاست گذاری شهری برای تحقق گفتمان عدالت در شهرها بیانجامد.
