The issue of freedom in terms of Islam and the Qur'an is one of the most importantdiscussions of Islam and society and relates to the tasks of the Islamicgovernment. Human rights set off the rights that all human beings regardless oftheir affiliations In the meantime, public freedoms are considered as examples ofhuman rights, which requires such freedoms to be predictive of a legal and legalsystem in which these freedoms are guaranteed and can be demanded by theholders Provided. But since the enjoyment of public freedoms for all people inacommunity is anticipated, the whole of society and the freedom of others alsomatter and, in practice, individuals do not have absolute freedom in exercising it.Since the criterion of the restriction of public freedoms may differ from oneanother to another, the criteria for the imposition of public freedoms in the Islamicperspective and the international human rights system are explicitly considered.In the present study, which is qualitative and addresses the limitations of generalliberties in the Islamic and Western system, the following results were obtained:Itseems that public liberties in each state, and in accordance with the conditionsand requirements of the ruling system, have limitations. There are no differencesin the norms of the restriction of public freedoms between Islamic governmentsand liberal governments, but the difference in the definition of liberty and publicinterests that are outside the realm of legal science, and the legal systems basedon the values of the ruling Governments use the definitions of the terms in orderto create a legal obligation
