A national organized vaccine supply chain is today’s essential to COVID-۱۹ pandemic. This study proposes an M/M/C queuing structure for a crisis-induced vaccine supply chain considering congestion in the queues of vaccination. Two contradictory objectives in a multi-period stream are developed to minimize the expected average waiting time of vaccinees and total cost of ordering and holding COVID-۱۹ vaccines. The model considers various COVID-۱۹ vaccine types and levels of vulnerability for applicants. The proposed bi-objective non-linear programming optimization model is solved by the Pareto envelope-based selection algorithm II (PESA-II) to cover various network scales. A real case study in Melbourne is introduced to examine the applicability of the model. To grant insights for an efficient vaccination program, several scenarios are developed and compared.
