Electrical processes before and during destructive earthquakes are described since many centuries in hundreds of publications. So there's no denying that the facts are real. Nevertheless their interpretation as a consequence of piezo-electricity leads to several mistakes. Electrical emissions at the hypocentre cannot produce earth currents at distances D of several hundreds krn away because the dipolar field would decrease like ۱/D۳. Nor could they produce electromagnetic noise in the ionosphere because of the skin effect. A theory considering that electrostatic forces may trigger and amplify the tectonical stress releases explains and coordinates all the facts. The atmospheric electricity, too much neglected, could appear like a fundamental data for the prediction and prevention. It is probably not fortuitous that a sudden inflow of negative electricity in the atmosphere was observed at the time of the event of Annernasse, dec. ۱۴, ۱۹۹۴, the unique shock which was strongly felt in France since ۱۹۹۲, date of the beginning of the continuous records at the station of Mulhouse-Illzach.
