Identification and Prioritization of obstacles to Foreign Investment Absorption in Iran’s Hotel Industry

Iran is one of those countries having many and various tourist attractions, yet the lack of hotel is the issue. One of the solutions to the problem of lack of hotel, specifically in developing countries is the absorption of foreign investment. But the rate of foreign investment in Iran’s hotel industry is low; therefore, it doesn’t suffice for the needs. To identify the obstacles to foreign investment in Iran’s hotel industry, this study applied a qualitative method and during interviews with experts and documents studying, six dimensions each of which involving multiple factors were detected. These factors were prioritized and analyzed using Fuzzy TOPSIS method by the experts. The results revealed the most significant factors in foreign investment absorption in Iran’s hotel industry to be respectively as followed: Financial system, International Economic Relations, Political conflict, Bureaucracy process, Infrastructure, and Tourism Market size. Hence, to absorb foreign investment, we shall come up with solutions to these obstacles.
