Designing a Comprehensive Maturity Model for Command and Control

The aim of this paper is to develop a maturity model for command and control. For this aim, the various maturity models that are available in command and control explored and analyzed. Among Studied models, it seems that The NATO C۲ Maturity model is more comprehensive. So, we grasp this as a basic to develop our model. In this paper, the inductive research method employed to design the maturity model. In this way, some other models includedConceptual Interoperability Maturity Model, The Headquarters Maturity Model and Integrated Command and Control Centers (ICCCs) Maturity Model, have been analyzed. Findings of research demonstrate that, some important attributes of command and control system's maturity have been neglected in the basic model. So, the innovation of this research is adding the new attributes to get the more comprehensive model. The result is a model containing ۵ levelsand ۲۰ attributes. Validation of the model has been done through comparative study which should be strengthened by further survey research
