Making bid / no bid decisions about ongoing calls for tenders is a challenging and complicated problem for managers who deal with this issue in the project-based organizations. Usually, Bids failure and even unsuccessful delivery of the projects has its roots in lack of a systematic methodology for selecting appropriate bids to participate. In other words, an optimum selection of bids could yield more success. The existing studies provide useful solutions for project portfolio selection, considering projects posttender and execution phase; although the biding phase is not addressed satisfactorily. In this study, a biobjective model is developed to assist tender managers in selecting bids, taking into account costs, human resource and different criteria and Fuzzy Goal Programming (FGP) method is applied in order to optimize the conflicting objective functions simultaneously. Finally, computational studies implemented to show the performance of the developed model and an optimum selection of tenders selected subject to the existing constraints.
