چکیده مقاله:
According to dynamic environments, it is necessary for organization to change increasingly organizational agility among other public organizations. Therefore, management tools like strategic planning, total quality management, and reengineering are increased for this need. This research wants to identify organizational culture characteristics that are more conducive to institutionalizing strategic-thinking. Similarities of the characteristics associated with strategic organizations were emerged by values-based and process-based research. By these similarities this research identifies six components essential for developing a strategic organizational culture. This Strategic Culture Framework creates a proactive model administrator that can use to reshape the underlying values that govern decision-making processes and influence individual.
