چکیده :
پژوهش حاضر با هدف تحلیل و تبیین نقش و کارایی سازمان های بین المللی در مواجهه با مخاطرات زیست محیطی ناشی از جنگ های نوین انجام شده است. هدف اصلی این پژوهش پاسخ به این سوال بود که آیا در ساختار آنارشیک نظام بین الملل، نهادهای بین المللی قادر به ایفای نقشی موثر در مدیریت این بحران ها هستند یا خیر. فرضیه اصلی تحقیق بر این است که با وجود برخورداری سازمان های بین المللی از سازوکارهای حقوقی و نهادی، موانع ساختاری در نظام بین الملل، به ویژه نقش قدرت های بزرگ، کارایی آن ها را محدود کرده و به ایجاد یک حلقه بازخورد تشدیدکننده منجر شده است. این پژوهش با روش توصیفی-تحلیلی و با بهره گیری از مدل تحلیلی سه سطحی3L-EWAM (مدل تحلیل جنگ های زیست محیطی)، به بررسی و تحلیل داده ها پرداخته است. یافته ها نشان می دهد که جنگ های نوین ریشه در عوامل ژئوپلیتیکی دارند و با وجود قوانین متعدد، کارایی نهادها در مواجهه با متخلفان، به دلیل فقدان ضمانت اجرایی کافی، محدود است. در نهایت، نتایج پژوهش فرضیه اصلی را تایید می کند و نشان می دهد که ناکارآمدی نهادی، به جای مهار، به تکرار بحران های زیست محیطی کمک کرده است.
