چکیده

The structure, management and regulatory policy of Iran's telecommunications are reviewed to specify reform’s impact on industry. Recent outcomes show that a more extensive reform is required. However, institutional and political issues hinder comprehensive reform. International sanctions, government discretionary policy on the Internet and non-competitive market has impeded more changes. Continuing reform and new regulatory policies needs several related initiatives: reduction of entry barriers, implementing local loop unbundling, and liberalizing current government-owned telecommunication infrastructures. While these policies could further complicate decision making in a fragmented institutional environment, each initiative is encounter intense influential entities.
