چکیده مقاله:
Rural communities and farmers, as part of the local landlords, comprised a significant portion of the people who paid taxes to the landowners and treasury. Simultaneous with the advent of the Safavid government, along with the role of Qizilbash tribes, the presence of rural communities, tribes and Nomads was impressive. The right of exploiting the pastures and land ownership as an Ulka was given to them for seeking their cooperation with the rulers in power. With the triumph of Caucasus region at this time, granting Ulka to the militaries and displacement of tribes into different areas had a significant structural impact in the long time the most obvious of these structural impacts was the formation of local dynasties with the origin of Qizilbashan and Turkmen in different areas. The lands were given to them for maintaining security and controlling these communities in the region as an Ulka that remained heritable in their family. The present study seeks to explore the conditions of these Ulka lands and their developments in this region during Safavid era.
