Conservation and exploitation of the environment in developing countries is a critical issue due to industrialization speed and the increasing demand for natural resources. One of the most primary operations to use the land sustainably and optimally is to apply the principles of land use in watershed management as the main environmental management unit. In the present research, Talar basin was physically evaluated for its landuse capability, then Kaselian sub-basin was analyzed for its environmental capability. Basically, we made an effort to recognize ecological and socioeconomic resources. Providing special ecological models and making use of Geographical Information System, we analyzed and evaluated ecological and socioeconomic capability, as well as considering special condition of watershed landuse and proposing some pre-terms, we set the priority for the different usages.Results indicated lack of suitability for existing usages and natural capability of the land and rural, urban and industrial development. The most preferred landuse types are ecotourism and forestry followed by activities such as aquaculture, sericulture and apiculture. Establishment of Watershed Management Council is proposed to use optimally advantages such as appropriate rainfall, access to considerable amount of underground water resources and avoid actions which amplify risks such as high vulnerability to earthquake, high migration rate and severe land slope. It is possible to use the watershed more suitably and sustainably with establishment of legal infrastructure for the council studying the region in more detail for ecotourism and its development plans, taking into account the environmental aspects.
