چکیده

The goal of Risk Management , before occurrence of damage should have created necessary readiness to encounter with that. Reach this goal needs to control necessary resources before occurrence of damage by using proper programs for avoidance of damage and control that.Anywhere that future has been unknown, risk is available and whenever the less the ability of prediction events of future, the bigger the risk.One of the most important economic elements is substructures in the world, has the better position between them.Safety in substructures is the most important and basic things. Critical role of safety and risk management in economic development of country is important. With that attention to ever-increasing society needs in all fields and using requirement of many machinery and labor force in substructures.In which problems that related to WTO, it is essential to have the more accomplishment of Risk Management Because risk and its benefits regardless will cause losing billions of dollars, of country s capital.
